I was looking at the system catalog and realized that there is an empty table called cloud_infra_costs. Could you tell me what is this for and why it is empty?

This looks to be a "Private Preview" feature (not GA'd yet) and I am guessing that someone at your org opted into.

The cloud infra cost system table helps you see all your data workload costs in one place using Databricks. This includes two main types of costs:

DBU costs from Databricks

Compute costs from your cloud provider (right now, only AWS)

Hope this helps.

You can also take a look at this built-in cost control dashboard explained in the below video or official databricks documentation at https://docs.databricks.com/aws/en/admin/usage/ . Concerning the dashboard, relevant subject for me was you can inspect all the underlying system tables by accessing to que internal data model and queries.
