R plots are not rendering properly again

It looks like we have another workspace-side notebook UI regression for R plots (something similar happened last May).

This time, R plots are displaying but have several very strange symptoms related to scaling:

1. Larger figures (that are too big to be displayed as-is based on the size of the browser window) are not appropriately being resized to fit in the notebook as they usually are. They are expanding beyond the display window. Making the browser big enough to fit the image prevents this.

2. Under those same conditions where the figures extend beyond the display window, the figures are getting stretched vertically or horizontally.

3. When resized, figures are being displayed as very fuzzy

Here is a very silly example: the figure is stretched and fuzzy, the right side of the figure is not visible, the dimensions are nothing like the ones specified.

My Notebook, which previously worked fine, is now scaling all plots to `repr.plot.width` by `repr.plot.width`.
