Unfortunately labs are not free. You need to bu_y subscription to get access.

You can access the lab through the following options:

Instructor-Led Training (ILT): You can enroll in an ILT version of the course of your choice. These courses include hands-on labs and provide 7 days of lab access.
Databricks Academy Labs Subscription (as @szymon_dybczak mentioned): A great option for long-term access. This subscription provides access to multiple self-paced courses and their associated labs for one full year.
