Granting user access to DBFS

I can't find any reference in the documentation on how to grant users access to the DBFS. As an admin, I can read any file on DBFS using dbutils. However, non-admin users receive this error when trying to access:

@171499 is your workspace enabled with Unity catalog and what type of cluster mode they are using ( single access/shared), if UC enabled then mounts are not recommended, you need to create external location in UC and provide access to users and they can view their fiels
