Enterprise workspace blocked by Databricks-set rate limit of 0 on all models (AWS Marketplace)

I'm on an Enterprise plan (billed via AWS Marketplace, active payment method, $399 credit remaining) and every model in my Unity AI Gateway โ€” glm-5-3-flash, claude-opus-5, grok-4-6, gpt-5-6-sol, etc. โ€” returns:

"error_code":"PERMISSION_DENIED","message":"PERMISSION_DENIED: The endpoint is temporarily disabled due to a Databricks-set rate limit of 0."

The workspace. I've checked:
- AI Gateway rate limits on individual models โ€” not configured (blank, not 0)
- Budgets tab โ€” "No budgets apply"
- Plan tier โ€” confirmed Enterprise, not trial/Free Edition

Setting my own rate limits in the UI doesn't override this either. This looks like the same Databricks-imposed 0-rate-limit issue described in an earlier thread (https://community.databricks.com/t5/generative-ai/permission-denied-the-endpoint-is-temporarily-disa...), and also matches other recent reports of this happening on paid/Premium accounts, not just trials.

I don't have a support subscription to open a ticket directly. Can someone from Databricks help get my workspace moved off whatever trust tier is causing this?

Thanks,

Have seen this KB article, if not, check this and it may work for you.

@khanzada This is the same trust-tier gate as the earlier thread here: https://community.databricks.com/t5/generative-ai/premium-pay-as-you-go-account-still-blocked-by-dat... - it's not a per-model rate limit, a budget, or your plan tier, it's the account's Foundation Model API "trust tier" (TRIAL_VERIFIED vs PAYABLE_VERIFIED). The KB article above is for the opposite case (deliberately disabling/restricting FM API access), it won't touch this.

What's actually going on: pay-per-token FM endpoints are gated by a fraud/abuse check that's separate from your billing status. A brand-new AWS Marketplace subscription can take a bit to fully propagate into PAYABLE_VERIFIED even though your invoice/payment method already shows Enterprise, so the workspace is effectively stuck on the trial-tier rate limit (0) until that flips.

Two ways to unblock:

1. Escalate through Account Console -> your subscription/billing entry -> Support/Submit a Case. You don't need a paid support plan to file a billing/access case for this specific error; flag that it's a marketplace-billed Enterprise workspace stuck at rate-limit-0. Since it's billed through AWS Marketplace, opening a parallel case on the AWS side referencing the Databricks SaaS subscription ID can also speed things up.

2. While you wait: switch the gateway route to an External Model serving endpoint using your own provider API key (OpenAI/Anthropic/etc.), or stand up a Provisioned Throughput endpoint instead of pay-per-token. Both bypass this specific trust-tier limiter since they're not metered through the same gate.

Worth noting in your case (or support ticket) too since it strengthens the case: this is now at least the third report of PAYABLE_VERIFIED not applying correctly to paid accounts, so it reads like a billing/provisioning sync bug rather than something you misconfigured.
