Cluster Not Starting

Hello,

I am trying to start cluster ad run some command in my notebook however the cluster is not starting and giving error. 

I tried changing DBR but still no luck.

Hi @WolverineIf you’re using Community Edition (where Databricks SQL is not available), your CPU quota might be exceeded on Azure. In this case, you’ll need to increase the number of available CPUs through a change request.
