Yes, I'm also facing same issue as of now, i tried most of possible troubleshooting like, delete and re created cluster, changing cluster runtime, changing browser, etc.. still no luck getting same Timeout Error, can someone from Databricks Team please check on this.

We are looking into it and there should be a resolution before long.

Update: The issue with Community Edition clusters has been mitigated. If you're still encountering the error, please try restarting your cluster. New cluster creation has been validated and is working now.
