Databricks Asset Bundles rely on Terraform under the hood to manage the Databricks resources the bundle defines. It automatically downloads the binaries it needs. If it can't, you'll get an error like the one you see. 
This looks like connectivity issue. Maybe there was a temporary issue with hashicorp.releases site?
Another possibility is that Databricks Free edition has outbound internet access restricted to a limited set of trusted domains. I’d be surprised if they didn’t add HashiCorp to the trusted domains, but that might be the case.
