I created my own Databricks workspace via Azure Portal. The benefit of using it via cloud provider is almost all feature s are available compared to the free version in my observation. I am right now exploring Lakebase. I would suggest go with a single node cluster to begin with via the compute option in the left pane menu. For me, creating unity catalog meta-store took some time as I had to be the admin first to create meta-store, then attaching it to the workspace where I am operating from. But once that's done, you can simply upload a file to the volumes in UC and start exploring it via Notebook.

If you're new to Databricks and want to start from scratch, I'd recommend beginning with Databricks Free Edition. It’s free to use, designed for learners and aspiring data/AI professionals, and gives you a hands-on environment to start practising while you learn.
From there, the best next step depends on whether you have partner or customer access...
If you're a customer, start with the Databricks Training & Certification hub. It includes free on-demand training, beginner-friendly fundamentals content, and role-based learning paths across data engineering, analytics, machine learning, and GenAI.
If you're a partner, start with Partner Technical Enablement. Databricks notes that partners receive complimentary access to the training program, including self-paced offerings through Partner Academy.
