My question is: does Databricks Academy Labs Subscription (Partners) provides DBC file / or a link for git repo?

Based on the topic selected it should provide a notebook file that can be used during the lab process

They provide it as a lab or folder containing all required notebooks. You can access it when the lab starts. You can export that as a full .dbc or notebook by notebook.
