Generally NO, however, Microsoft may be able to reverse the operation with a support ticket.  Since Databricks is a first party service on Azure, Microsoft would be the first level of support.  Most customers who deploy the workspace with the "Easy" button (Managed VNet), may want to improve their security and/or route-ability, so they would use this procedure to move to a managed VNet and would not want to go back to managed VNet.
