I'm also hitting this error, any feedback here? 
I've not tried the API/Notebook. I've been working from the Serve Model Page

Steps:

1. Click: Models > llama4-maverick > Serve this model 
2. Give it a name: "llama-4"
3. Leave all other settings as default
4. Click Create
5. Error message pops up: "Provisioned throughput is not enabled for this workspace."
