By default - DBFS tab is disabled. As an admin user, you can manage your users’ ability to browse data in the Databricks File System (DBFS) using the visual browser interface.

Go to the admin console.

Click the Workspace Settings tab.

In the Advanced section, click the DBFS File Browser toggle.

Click Confirm.

And to see data pane, try to click new button and you should be able to see data pane. Take a look at below answer:
