Based on what you shared, it’s possible that you’ve reached the serverless compute usage limit in the Free Edition. In such cases, launching a new notebook with serverless compute may be temporarily blocked.
You can try stopping the SQL warehouse or disconnecting compute from unused notebooks, that might help free up resources.
