In my case it was related to incorrect IAM. When you set up secret scope your user account should have one of the following roles on Key Vault. Once I assigned myself Contributor role on Key Vault the error dissapeared.

• You must have the Key Vault Contributor, Contributor, or Owner role on the Azure key vault instance that you want to use to back the secret scope.
