Per the public docs, the expected flow is that once that preview is enabled, you go to the Budgets page in Account Console, and the budget definition should show a Resource types dropdown where you can choose Unity AI Gateway. You can see that called out both in the Genie budget guide and in the more general Create and monitor budgets documentation.

So if you already have the exact Unity AI Gateway Budget preview enabled and still do not see the Resource types field, that does not match the documented budget flow. In that case, I would treat it as an account-side enablement or rollout issue rather than a problem with system.billing.usage, and I would recommend opening a support case with screenshots from Account Console → Usage → Budgets → Create budget.

For completeness, the public Unity AI Gateway budgets documentation also lists the same prerequisite. Unity AI Gateway enabled, billable usage system tables enabled, and the Unity AI Gateway Budget Public Preview enabled. If all three are already confirmed and the field is still missing, support is probably the right next step.
