Serverless SQL Warehouse costs the same as Pro on DBU basis.  Classic will save you if you have plain vanilla usage.  As mentioned previously, you still have to pencil in the VM and network costs to get a full picture of the costs of Pro and Classic.  You do have additional lever, spot instances, to reduce the costs of Pro and Classic.
