I created a new Databricks account through the AWS Marketplace $400 trial using my business email. The workspace is in us-east-1, the AWS Marketplace payment method is connected, and the full $400 credit balance is active.

Every Databricks-hosted Foundation Model API returns:

403 PERMISSION_DENIED: The endpoint is temporarily disabled due to a Databricks-set rate limit of 0.

I tested both premium and open models, including:

• system.ai.databricks-gpt-5-6-luna
• system.ai.databricks-gpt-5-6-sol
• system.ai.glm-5-2

I also created a Unity Catalog model service, but it returns the same error. No custom endpoint or AI Gateway rate limits are configured.

Could you please enable a non-zero system-level Foundation Model API quota for this workspace, ideally for GPT-5.6 Luna and Sol? Please also confirm whether the workspace must be moved to a PAYABLE_VERIFIED trust tier or converted from the trial before these models can be used.
