Can patients ever demand that their health data never be used, as an opt out option? If so, when? Thanks!

Yes! They can and should and they should do it now. That data is being aggregated, anonymized, and sold. And the patient doesn't see a dime. So knowing that you have the right of removal and asking to be removed are two major problems.
