AWS Serverless NCC

I have setup a new Databricks workspace in AWS for one of my customers and they are using serverless compute. We are trying to obtain durable IP addresses that we can whitelist on a Redshift instance so that Databricks can run federated queries against Redshift. 

We have created the NCC in the same region as the workspace and attached it to the workspace. When we look at the NCC, there are no default rules (the tab doesn’t even exist) and we only see private endpoint rules as a tab.

I am following these instructions, but not sure why I can’t see any public IPs. Any advice?
