@GURUDEV H Y please follow the below steps:
Move Notebooks - You can use the move option to move the notebooks from one user to another.
for changing the jobs, you can transfer the ownership.

Or you can refer the Permissions API to change the permissions for the notebooks and jobs.
https://docs.databricks.com/dev-tools/api/latest/permissions.html
For data -- Do you mean the database? If so, you can change the database owner using SQL commands.
