Unable to create workspace after deleting existing one without deleting clusters and other resources.

Hi @shivalanka, it seems you are encountering issues due to not deleting clusters and other resources associated with the workspace before deleting the workspace.

Databricks recommends terminating all clusters and instance pools associated with a workspace before you delete it. Additionally, terminate any associated resources in your cloud provider account.

Here are the steps to properly delete a workspace:

1. Terminate all clusters and instance pools associated with the workspace.
2. From the account console, click the Workspaces icon.
3. On the row with your workspace, click the kebab menu, then select Delete.
4. Alternatively, click the workspace name, then select Delete Workspace.
5. In the confirmation dialogue, type the workspace name and click **Confirm Delete**.

After deleting a workspace, there might still be resources that are not automatically deleted, like GCS buckets.

You can manually find and delete these remaining objects in your cloud provider's console. 

If you still face issues after following these steps, it could be due to a known issue. If the old network configuration is deleted immediately after sending out the update request, it can interfere with workspace updates.

To avoid this, do not delete the old network configuration immediately after updating the workspace. Give it 5-10 mins before deleting.
