It is managed by hive metastore as you can put it in different databases is saver this way as some database are Case Sensitive and some not (you can easily test it with standard WHERE syntax).
Probably you could change it with some hive settings but it will generate more problems than benefits.
Is there any plan to allow UC objects to be named with character case of our own choosing? It would be unfortunate if this implementation decision became permanent. The naming rules of tables shouldn't be altogether different than the naming rules of columns.
In many cases the column name is used as the table name Eg. Column named "MyCoolCustomerId", should refer to a table named "MyCoolCustomer" (rather than some altogether different table name like "my_cool_customer").
