Creating Unity Catalog in Personal AZURE Portal Account

Seeking advice on the following:
1. Given that I have a Personal - and not an Organization-based - AZURE Portal Account,
2. that I can see I am Global Admin and have Admin Role in Databricks,
3. then why can I not get "Manage Account" for assigning a Unity Catalog to show up, when running inside the AZURE Portal itself?
A. I cannot find a video, they all seem to assume you are Global Admin already, which I think am.
B. Is a Service Principal needed?
C. I looked at some docs, but it was poor and not to the point.
D. I saw some talk about external user; also not clear if I can use the Portal natively; well actually I am pretty sure you can but it does not work with what I know.

Try signing in to the Account Console (https://accounts.azuredatabricks.net/login) using a user account with the appropriate permissions, rather than accessing it from the workspace.
If you are unable to sign in, the following resource might be helpful:

If the issue persists, please share the error message displayed when attempting to sign in to the Account Console.
