Cluster Not Starting

Hello,

I am trying to start cluster ad run some command in my notebook however the cluster is not starting and giving error. 

I tried changing DBR but still no luck.

I am trying to start the cluster in Community Edition, It is not starting at all. It is constantly giving error in not being able to start. I am using the community edition since 2019 for my class, never ever I had this issue. Could you please resolve this asap?
