Dashboard Creation Requiring Workspace Access Entitlement?

Hi Team, 

I have analysts set up in Databricks with the "Databricks SQL access" entitlement who are no longer able to create a new Dashboard on their own and just getting a blank page when they try. The API response to their create dashboard request is: "User does not have the workspace-access entitlement", and it seems that only users with the "Workspace access" entitlement are still able to create a new dashboard. 

Is this an intentional change to Databricks entitlements? The latest documentation on Databricks entitlements makes no mention of this. 

If this is intentional, I would strongly disagree with this change. These are analysts that primarily focus on report creation and ad-hoc queries; they shouldn't have to be granted all the capabilities that come with the "Workspace access" entitlement if they're just making Dashboards.

Hi,

Its most likely a reaction of the recent workspace entitlement migrations. The public documentation for the migration outlines changes to user and group entitlements which were automatically enabled starting June 27 2026. More details here

Because consumer access now governs how users interact with dashboards, and workspace access is generally intended for storing files in workspace directories along with other key data engineering/ml work, dashboard creation may have been caught in the permissions shift.

You can follow below

  • Check the Migration State - Verify if the workspace entitlement migration is currently enabled in the workspace.

  • Temporary Group Assignment - You can add the affected users to the users-clone-<TIMESTAMP> group within the workspace to restore their previous access levels.

  • Temporary Opt Out - You can temporarily opt out of this migration until the strict enforcement date on September 14, 2026.

You can file a support ticket or reach out to your Databricks account team as the official documentation states that only Databricks SQL access is required.

Thanks for raising this. I flagged it internally, and we found a similar report from another customer as well.

The engineering team has been working on a hotfix, and it should likely be rolled out today if it has not been rolled out already.

@Ashwin_DSA, I had an analyst test again and they were able to create a dashboard; looks like the hotfix worked. Thank you for your team's prompt attention to this matter.
