Clusters are automatically deleted 30 days after they are terminated. To keep an all-purpose cluster configuration even after a cluster has been terminated for more than 30 days, an administrator can pin the cluster. Up to 70 clusters can be pinned like this in a workspace

Per the comment above the cluster deletion mechanism is designed to keep your cluster config experience organized and not have proliferation of cluster config. Its also a good idea to setup cluster policies and leverage those as a guide for what kind of clusters users can setup - https://docs.databricks.com/administration-guide/clusters/policies-best-practices.html
