The Databricks Community and Community/Free tier workspaces have hard limits on total cluster compute time per organization ID, measured in hours or days. Once you hit your continuous job limit, the next runs are blocked from launching in the workspace.

Check this community Post as it talks about issues on compute and the limitations on Free edition. Also it has some recommendations on clearing the sessions state and if none of them works then can sign up for another Free edition.

Currently there isn't a quota visibility mechanism available in Free edition to check if you have really exhausted it. Try next day after the quota resets or registering new edition if something that can't wait. Also raise the issue in below channel for better visibility and response from databricks.
